Abstract

The scientific and methodological foundations for selecting optimal post-quantum digital signature standards are substantiated in the context of a critical threat of compromise to classical asymmetric cryptosystems posed by quantum computing. It is shown that the existence of diverse international and national standards creates a problem of uncertainty due to the lack of a unified methodology for their objective comparison. To solve this problem, a comprehensive two-level system of evaluation criteria is proposed, which integrates unconditional cryptographic security filters with weighted operational characteristics. The developed mathematical framework is based on the application of the hierarchical analysis method, which enables the quantitative evaluation of technical parameters and the formalization of expert judgments to calculate the resulting priority vector. An analytical assessment of the standards’ effectiveness was conducted, showing that, based on the adopted criteria, weights, and expert evaluations for Ukraine’s state electronic document management systems and critical information infrastructure facilities, DSTU 9212:2023 receives the highest overall priority compared to its international counterparts. The application of the developed mathematical model allows for a well-founded consideration of key decision-making factors during migration to a post-quantum architecture, which helps reduce the risks of selecting the wrong algorithm.
