Publication Ethics and Editorial Policy of the Journal

The editorial board of the journal adheres to high standards of academic integrity and publication ethics, based on the recommendations of the Committee on Publication Ethics (COPE) and generally accepted international practices of scholarly publishing. Ethical principles are an integral part of all stages of the research process—from the formulation of ideas to the publication of results—and are aimed at ensuring research quality, protecting intellectual property rights, and preventing any forms of misconduct.

The editorial board (Editor-in-Chief and Editorial Board) ensures an objective, impartial, and confidential review of all submitted manuscripts, regardless of the personal characteristics of the authors. Publication decisions are based on scientific significance, originality, reliability of results, and relevance to the journal’s scope. All manuscripts are subject to peer review by at least two reviewers (members of the editorial board and/or independent experts) in accordance with the procedure defined in Section 7. The editorial board reserves the right to reject a manuscript without peer review if it does not comply with the journal’s scope or ethical requirements.

The editorial board does not tolerate plagiarism, data falsification or fabrication, inappropriate authorship, duplicate publication, citation manipulation, peer review misconduct, or improper use of artificial intelligence technologies. In cases where such violations are identified, appropriate editorial actions are applied in accordance with Sections 3 and 5 of this policy, including manuscript rejection or article retraction. If necessary, the editorial board may notify the author’s affiliated institution or other relevant organizations.

The Editor-in-Chief is responsible for the organization of the editorial process, ensuring proper peer review, making final publication decisions, and maintaining confidentiality principles. Manuscripts under review must not be used by editors or reviewers in their own research without the written consent of the authors. If necessary, the editorial board may publish corrections, errata, or retraction statements in accordance with established procedures.

Reviewers play a crucial role in ensuring publication quality. They are required to provide objective, well-reasoned, and impartial evaluations, avoid conflicts of interest, and maintain confidentiality. Manuscripts must not be used in reviewers’ own research or shared with third parties. In case of suspected or confirmed violations (including plagiarism, data falsification, or other forms of misconduct), reviewers must inform the editorial board.

Authors bear full responsibility for the content of submitted manuscripts. They are required to submit original research, ensure the accuracy of results, properly cite all sources, and avoid any form of plagiarism. Simultaneous submission to multiple journals or redundant publication without proper justification is unacceptable. Authorship must reflect the actual contribution to the research, and all co-authors must agree to the submission. Disclosure of funding sources, potential conflicts of interest, and information on the use of artificial intelligence technologies in accordance with the journal’s policy is mandatory.

If errors are identified in submitted or published work, authors are obliged to promptly notify the editorial board and cooperate in correcting or retracting the article. Authors must also consider reviewers’ and editors’ comments during manuscript revision.

Adherence to ethical principles by all participants in the editorial and publishing process—editors, reviewers, and authors—is essential for ensuring the quality of scientific publications and maintaining trust in research results.
